Project Background:

Sri Lanka is facing recurrent disasters, and there is a growing need to strengthen the disaster resilience of communities to avoid excessive damage to society, livelihoods, and the economy and environment. The International Labour Organization (ILO) has selected Kaluthara and Rathnapura Districts to develop a set of pilot initiatives to reduce disaster risk. IUCN has been entrusted to identify intervention areas, establish baseline information and develop the intervention plan in Kaluthara and Rathnapura’s flood-affected areas. 

The key outputs of this identification phase are to select a number of pilot sites; define resilience indicators; develop a baseline; identify national, regional and local stakeholders including government, non-government, private sector, employee and local community group representatives; and develop a work plan for implementation. IUCN will provide technical support to key stakeholder groups to develop the pilot projects using its Nature-based Solutions and Ecosystem Based Disaster Risk Reduction approaches. ILO will use the proposed pilot initiatives in the future to produce a set of scalable models that can be used in other districts of the country.  

Objectives of the project:

To use Ecosystem-based Adaptation approaches and build the capacity of stakeholders to select and plan a set of initiatives to reduce disaster risk, focusing on floods and tea cultivation areas

Expected Outputs:

  • Project areas and stakeholder entities identified
  • A baseline assessment conducted and potential ecosystem-based interventions identified 
  • Pilot projects to minimise disaster risk and detailed work plan designed
